Wix is the most capable free builder for people who don't want to touch code. A true drag-and-drop editor, hundreds of templates, and Wix ADI (which generates a site from a few questions) mean you can have a real, good-looking site live in an afternoon. The free plan shows Wix branding and uses a wix.com/username URL, but everything else is genuinely usable.
